Matthew Hood is a Chartered Engineer with more than 30 years experience in managing projects, programmes and portfolios in the public sector. He was the head of project management policy for the MOD Procurement Executive during the 1990s when MOD was introducing project management and has since set up and delivered tailored management arrangements based on PRINCE2, Managing Successful Programmes, Management of Portfolios, ITIL and the MOD’s Capability Management Framework.
He helped the Royal Navy set up programme dashboards and the Information Services part of Joint Forces Command to implement a Portfolio Management Office. He has most recently assisted the Royal Air Force by delivering Capability and Programme Management Handbooks and supporting learning materials. Matthew is the Director and owner of Phine Consulting and provides technical consulting services to Defence and other industries.
